Summary:
As part of the Applications and Web team the Senior application systems analyst will help the business achieve their objectives by evaluating, designing and implementing application/web systems.  The Application Portfolio consists of 160+ Applications for all departments.  Applications range from large Enterprise Applications (Sharepoint, Web Content Management, PeopleSoft HCM and Financials, Utility Billing) to small desktop applications. The applications span 15 departments including Public Safety (life and Property),
The Senior Applications Analyst is responsible for supporting artifacts specific to the application portfolio in close collaboration with the business domain and business subject matter experts. This position will build strong and trusted relationships with stakeholders in order to be viewed as a technical thought leader and develop and implement strategies for application modernization, consolidation and improvement.  This would include business process improvements, upgrades, implementation of new products,  adoption of web-based services such as external and internal websites, social media and mobile applications.
The senior Applications analyst must be familiar with the industry web-related standard concepts, practices, and procedures including developing functional requirements, testing, training and implementation.

·         Knowledge of ERP (Preferably PeopleSoft (HCM & Financials), Utility Billing.
·         Sharepoint 2010 – implementation, maintenance, administration.

·         Experience working in a Virtual Environment (VmWare)
·         Experience with MS Windows 2008
 
Degree:
Bachelor’s degree or higher in CS, CIS, MIS or equivalent 5+ years of experience in a related field.
 
Responsibilities:
 
It is expected that the Senior Web Analyst will split their time approximately:

§  Customer Interface
o    Act as a liaison between the Customer and any third party vendors.  Create and track Service Requests from inception to completion.  Create and track enhancement requests from inception to completion, create test cases for enhancements, and coordinate and conduct user acceptance testing.
o    Build strong and trusted relationships with Customer stakeholders in order to be viewed as a technical thought leader for Customer IT.
o    Meet with key stakeholders on a regular basis.
o    Provide status reports on a regular basis that demonstrate delivery according to service level agreements.
o    Communicate challenges and opportunities proactively and consistently to drive business performance.
o    Provide training for other personnel as applicable.

§  Technical
o    Oversee the implementation of required hardware and software components for approved applications,
o    Coordinating tests of the application system to ensure proper performance,
o    Investigate errors, diagnose problems and recommend solutions.
o    Maintain and administer the servers.
o    Monitor and troubleshoot applications, websites.
o    Receive Service Requests relating to fixes, fails, and proposed application changes.  Perform initial troubleshooting and support identification of root cause of Incidents.  Escalate Incidents to third party vendors as required.  Follow through on processing Incidents and drive resolution with the relevant third party vendor as appropriate.  Produce timely Incident reports documenting system downtime.
o    Develop and maintain technical and operational procedure and work instruction documentation.
o    Analyze business requirements for application  fixes, fails, and enhancements.  Define and document the technical design as required to meet the application and web practice objectives for modifications/process enhancements.
o    Provide source code maintenance.
o    Follow change control procedures.
o    Proactively provide thought leadership and solutions for the improvement of Applications/Websites.
o    Coordinate the implementation of applications  with the Customer business units and third party vendors.
o    Remain abreast of industry trends and applicable technologies
§  Security and Safety
o    Adhere to the standards and requirements set to provide a business-oriented and professional work environment.
o    Adhere to the Customer’s safety standards for the work environment.
§   Personnel
o    Work with Service Provider management in setting performance objectives and goals on a quarterly basis.
o    Complete formal performance evaluations with Service Provider management at mid-year and year-end.
o    Develop a training plan to enhance job performance as well as professional growth.
